THE IEACF NETWORK AT COP30
12 November 2025, Belém

On November 12, at COP30, representatives of the Improved and Equitable Access to Climate Finance (IEACF) Network spoke at a UNFCCC side event in Belém to launch a joint statement calling for continued attention to addressing the conflict blind spot in climate finance.

At the event, H.E. Lt. Gen. Bashir Mohamed Jama, Minister of Environment and Climate Change for Somalia delivered a statement on behalf of the IEACF Network.
The Minister also announced the accession of three new members to the Network: the Islamic Republic of Mauritania, the Independent State of Papua New Guinea, and the Republic of South Sudan. He reaffirmed the Network’s intention to deepen its partnership with the UN Climate Security Mechanism - one of the coorganisers of the event - to advance climate, peace and security initiatives with Member States.
At the event, a number of other Network representatives spoke to provide more context and urgency to the issues facing Network countries: H.E. Mr. Tawfiq Al-Sharjabi, Minister of Water and Environment South Sudan and H.E. Mr. Joseph Africano Bartel, Undersecretary of Environment, Ministry of Environment and Forestry of South Sudan.

The Network remarks were delivered as part of a wider high-level event on how to scale up climate finance access to under-served contexts, coorganised by the UN Climate Security Mechanism, with the Group of Friends on Climate and Security, and ODI Global. Speakers included high-level representatives from governments, climate funds and development banks, who made concrete pledges and commitments to continue the issue.
